This is a great tool for education/business purposes it's a visual aid to hotspot/highlight different area's of an image.
The top banner above incorporates two area's - one on the text and the other on the mask.
Knowing HTML you can modify it yourself!
Images or Links?
The map of Britain on the left actually contains 6 images to make it highlight different area's in RED. Run your mouse inside the designated countries to see the effect it produces. You can also insert links to navigate where you want. Images were produced by using Paint.net!!

When you use the Custom tool insert as many points as possible around the area you want to select. All of these points will join together to give an almost acurate outline of the section you have chosen. (Right) You can kill the links after you have retrieved the HTML code... and insert other targets of your choice. See Basic HTML
